What is PDF/UA?
PDF/UA, or PDF/Universal Accessibility, is a PDF format that can be read by screen reading software to accurately read documents. Screen reading software can more reliably read aloud PDF/UA compliant documents. The industry, in an effort to provide those with disabilities equal access, have come together to agree to a set of standards that will accomplish this. In the Unites States this is Section 508 of the Rehabilitation Act. Internationally, the guidelines set by World Wide Web Consortium (W3C) Web Content Accessibility Guidelines (WCAG 2.0). With the desire to provide ever better accessibility to all persons, PDF/UA was first formalized in the form of ISO 14289-1 in 2012. Since then it has been accepted as the leading document format for accessible documents. With the availability of this solution, laws and legislation are becoming common in many countries around the world mandating that agencies provide universal access to digital information that they provide.
